Born in Dagbasi, Turkey in 1960, H.E. Ismail Hakki Musa graduated from the International Institute of French Studies (IIEF) in 1981 and from the Faculty of Economics at the University of Strasbourg in 1983. In 1987, he enrolled in the Faculty of Law, Economics and Management of the University of Nancy II, obtaining his Master’s degree from the university in 1989. He started working in 1989 as a career civil servant in the Personnel Department, then as a career civil servant in the Department for the Promotion of the European Communities, at the Turkish Ministry of Foreign Affairs in Ankara. After his military service, he returned to the Department for the Promotion of European Communities and served as Attaché and then Third Secretary until 1992. Between 1992 and 1994, he was Third Secretary at the Turkish Embassy in Algiers. In 1994, he was appointed Vice-Consul and then Consul at the Turkish Consulate General in Lyon, where he remained until 1997. He then held the position of First Secretary in the Bilateral Economic Affairs Sub-Directorate of the Turkish Ministry of Foreign Affairs. In 1999, he became First Secretary of Turkey’s Permanent Delegation to European Communities. In 2000, he was appointed Counsellor on the Turkish Permanent Delegation to the European Union in Brussels, a position he held until 2004. In 2004-2005, he served as Consul General of Turkey in Kazan and as Head of the Department of European Bilateral Affairs at the Turkish Ministry of Foreign Affairs before joining the Department of Administrative and Financial Affairs as Department Head from 2005 to 2007. From 2007 to 2009, he returned to France as Consul General of Turkey in Lyon,
before working as Head of the Department and then Minister Plenipotentiary in the Department of Administrative and Financial Affairs of the Turkish Ministry of Foreign Affairs in Ankara from 2009 to 2011. In 2012, he was appointed Ambassador of Turkey to Brussels. Between 2012 and 2016, he was Ambassador, Deputy Under Secretary of State and Under Secretary of State to the Prime Minister’s Office. On 15 November 2016, H.E. Ismail Hakki Musa was appointed Ambassador of Turkey to France. He presented his credentials on 23 February 2017.
